Do You Need a Permit for a Dumpster in Ocala, FL?

The short answer

Ocala publishes no permit written for a dumpster on a driveway or in the street, so we put containers on your driveway or lot. The rule that does matter inside city limits is about the load: the City collects all solid waste except construction and demolition debris and recyclables, so a private roll-off there carries construction, remodeling, roofing and demolition debris. Belleview bans dumpsters from its right-of-way, and the other towns say what is below.

Inside Ocala city limits

The City’s Sanitation Services page says: “It is a requirement of the Code of the City of Ocala that all solid waste, excluding construction and demolition debris (C&D) and recyclable commodities, must be collected and disposed of exclusively by the City of Ocala.” Its residential sheet says construction debris such as concrete, asphalt, rock, brick, blocks, tile, shingles and large amounts of wood “need to be disposed of in a roll off container (from a private hauler) or at a C & D landfill.” Household trash, junk and cleanouts inside city limits go to the City: residential 352-351-6697, commercial 352-351-6740.

For the street, the City’s R.O.W. Utilization Permit, issued by Transportation Engineering at 1805 NE 30th Avenue (352-351-6733) under City Code sections 58-5 and 59-5, covers work, events and newspaper dispensers, carries a $50 application fee and asks for five full business days’ notice. It does not mention dumpsters or containers, either way. So we keep containers off city streets and ask Transportation Engineering before any street placement. We found no City time limit for a container on a driveway.

Unincorporated Marion County

Silver Springs, Silver Springs Shores, Marion Oaks, Summerfield, Ocklawaha, Anthony, Citra and Fort McCoy are not incorporated, so Marion County and Florida rules apply, not Ocala’s, even where the mailing address says Ocala. We found no Marion County rule or permit published for a container in a county road, so the container goes on your driveway or lot. Check your homeowners association’s rules too.

Belleview, Dunnellon and Williston

Belleview’s code says: “At no time shall a dumpster be placed on the city right-of-way” (§ 66-44(c)), and anything placed in the right-of-way without a permit “shall be subject to removal at the discretion of the city commissioners” (§ 74-36). Dunnellon’s code makes it unlawful to put up any “obstruction upon the streets, lanes or sidewalks” (§ 54-5) and publishes no dumpster permit; City Hall is 352-465-8500. Williston’s code makes it unlawful “to close, obstruct or encroach upon, under any pretense, any of the squares, streets or sidewalks of the city” (§ 34-1), with exceptions for deliveries, scaffolds and building materials that do not name a dumpster. In all three, the container goes on the driveway.

Reddick and McIntosh

We found nothing published by either town about dumpsters, in the street or on a driveway, and no permit or fee. So we keep containers on your property and ask the town before anything else.

Demolition jobs have their own paperwork

A street rule is not a demolition permit. Inside Ocala city limits, construction permits go through the Customer Service Center at 201 SE 3rd St., 2nd floor, or the eTrakit portal (352-629-8421). And if a demolition or renovation removes asbestos-containing material above the Asbestos NESHAP thresholds, a Notice of Renovation or Demolition must reach FDEP at least 10 working days before work starts; Marion County projects go to FDEP’s Central District (407-897-4100), and the fee is $100 filed electronically with “Pay Now,” or $200 otherwise.
